A Formal Argument For Releasing Tensions In The Middle East

 The best solution is to codify into law, towards substantial military engagements, a one time never to be repeated exchange of one "prisoner of war" for one hostage released.  They would have no motivation to engage in hostage taking in future engagements and the hostages would be released.
