Edict 81

While being a drunkard is largely looked down upon (Christianity), it is also written to give "help to such [homeless] and even to the amount that would include alcohol" to the poor.  It lessens their burden (Old Testament). "Give alcohol to the afflicted and the needy." It is a type of location in the bible worth considering.  Although, based on my biblical interpretation, it isn't recommended for rulers, princes, and kings type of situations.
