My Recommendation For World Leaders

Seek a squire within your territory.  Make them promise not to reveal anything that is being discussed.  They just simply have the lowest possible percent chance of betraying you.  You would both trust each other and you would both get an inside view into both worlds.  It expands your ability to govern unless the lowest possible chance comes up but that's the risk you took seeking office.
