What If The Rape Victim Doesn't Cry Out

In my honest opinion, the biblical law that says that if a woman doesn't cry out when she is being raped then she should be put to death is justified.  She/He is (potentially) causing a massive continuation of a rapist being able to continue targeting victims in the community.
