I have a quote from S1:E1 of Netflix's "Welcome to Flint Town" at the 37:24 minute mark that goes "Poverty and lack of opportunity, it breeds crime."

Rudy Giuliani invented a theory called "Broken Windows Theory" that ended up cleaning up the subways of new York.  Such wisdom as this could be found to strengthen a once broken community.
